This position is part of the National Archives and Records Administration, This position is located in the Center for Legislative Archives in the Research Services Division of the National Archives and Records Administration in Washington, DC. The incumbent of this position serves as an archives specialist for Research Services, performing a variety of functions associated with archival and other projects in a variety of media.

Duties

As an Archives Specialist, you will:

  • Conducts and participates in accessioning and initial processing of accessions in accordance with NARA records disposition guidelines and procedures.
  • Manage access to the records of the legislative branch by adhering to and applying all access rules, to include those of the U.S. Senate and House of Representatives, and all applicable executive orders and statutory restrictions.
  • Perform line-by-line reviews of legislative branch records and make release determinations based on national security, personal privacy, law enforcement and other relevant access statutes.
  • Utilizes broad knowledge of legislative and congressional records while independently responding to complete reference inquiries.
  • Works in collaboration with Center Legislative Archives colleagues and NARA conservators to survey analog and electronic records and recommends appropriate protective measures and corrective conservation actions to ensure the preservation of congressional records.

The experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis.   • A probationary or trial period may be required. Continued employment is contingent upon supervisory certification that continued employment will benefit the Federal Service; the certification will occur no less than 30 days before the end of the probationary/trial period.
  • Must successfully complete a background investigation.
  • Complete a Declaration for Federal Employment to determine your suitability for Federal employment, at the time requested by the agency.
  • If you are a male applicant born after December 31, 1959, certify that you have registered with the Selective Service System or are exempt from having to do so.
  • Go through a Personal Identity Verification (PIV) process that requires two forms of identification from the Form i-9. Federal law requires verification of the identity and employment eligibility of all new hires in the U.S.
  • Work is primarily sedentary with some standing, walking and lifting of boxes up to 40 pounds required.

Qualifications

You must meet the following requirements within 30 days of the closing date of this announcement.

For the GS-12, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-11 grade level in the Federal service. Specialized experience for this position includes:

  • Providing reference service on textual and electronic records (Examples may include analysis of often obscure data and information sources, evaluates resources, reviews access provisions, screens records, and makes recommendations to researchers for their use.). AND
  • Assists in the processing of electronic records. AND
  • Assists digitization projects in textual or non-textual media.

In addition to the above requirements, you must meet the following requirements, if applicable (as defined in 5 CFR 300, Subpart F):
Time-in-Grade: For the GS-12, you must have been at the GS-11level for 52 weeks.

Time After Competitive Appointment: Candidates who are current Federal employees serving on a non-temporary competitive appointment must have served at least three months in that appointment.
