Job Description

The City of Avondale has an opportunity for a Librarian I assigned to the Parks & Recreation Department. This is an FLSA non-exempt, full-time position with benefits.

Provides library services, collection development, and maintenance functions. Performs research, customer assistance, programming, ordering, compiling statistics, deposit reconciliation, and enforcing library policies. Supervises and trains support staff, assists the Librarian III/Branch Manager with daily operations, and assumes the responsibilities of the Branch Manager in their absence.

Essential Functions

Assists the Librarian III/Branch Manager with:

• Establishing, evaluating, and revising branch goals, objectives, policies, and procedures.

• Implementing, monitoring, and reporting statistical summaries of strategic initiatives.

• Overseeing maintenance, safety, and security of the branch.

Identifies needs and provides recommendations for improving branch operations and service. Develops, coordinates, and manages Library public programs and services. Oversees programming performed by direct reports and other staff as assigned. Works with programming staff to develop plans for programs and events. Runs programs or events as needed and represents the library at outreach events.

Supervises, hires, trains, evaluates, and provides effective leadership to paraprofessional and clerical staff. Monitors, appraises, and reviews evaluations of employee performance. Conducts regular meetings with staff, provides clarification regarding policies and customer issues, and prioritizes workload. Ensures direct reports are knowledgeable of all library policies, procedures, resources, and services and can refer patrons as applicable.

Provides exceptional customer service at the front desk, addresses customer situations or complaints, provides direction to staff on customer issues, and represents the branch to the public. Answers reference questions, performs reader advisory, and assists customers with digital devices, promoting all material types and products.

Reviews and selects library materials and digital access to library materials for purchase based on established selection criteria and the needs of the community. Orders, processes, and catalogs library materials. Maintains vibrant and attractive collections by employing merchandising techniques, presenting engaging displays, and following adopted collection maintenance practices.

Stays informed of professional issues, trends, and attitudes, including managerial, financial, political, and personnel issues, through reading professional literature, newsletters, journals, and electronic media. Participates in professional development opportunities. Serves and participates on committees and attends meetings as assigned.

Assists Branch Manager with daily operations; oversees facility and staff and ensures timely reporting of building, computer, and safety issues when Branch Manager is unavailable.

Completes daily and weekly cash deposits as assigned.

Performs other duties as assigned.

Minimum Qualifications

Master’s degree in library science from an American Library Association (ALA) accredited institution or a closely related field or any equivalent combination of experience, education, and technical training which provides the required knowledge, skills, and abilities, may be considered.

One (1) year of customer service experience and public programming experience.

Supplemental Information

Work requires the ability to read Library literature and materials, reports, and statistical information.

Work requires the ability to perform general accounting and math calculations such as addition, subtraction, multiplication, and division.

Comprehend and make inferences from written material and verbal and/or written instructions. Produce written documents with clearly organized thoughts using proper sentence construction, punctuation, and grammar.

Intermediate knowledge of PCs in a Windows environment including comfort using MS Suite, Office 365 Cloud Suite, and presentation software. Experience using social media to research and promote programs and activities.

Demonstrate superior seamless customer service, integrity, and commitment to innovation, and efficiency.

The incumbent prepares documents and does research to justify language used in documents for a unit of a department and recommends budget allocations. Planning includes coordinating tasks, events, programs, staff schedules, and preparing budgets.

Work requires the occasional direction of helpers, assistants, seasonal employees, interns, volunteers, or temporary employees.

Must be flexible, and able to handle multiple competing projects, priorities, and tasks. Work is governed by broad instructions, objectives, and policies. Work requires the ability to work independently and to exercise independent judgment. Demonstrate experience working with diverse high-needs populations and have knowledge of and experience working with local community stakeholders, volunteers, and community-based organizations.

Strong interpersonal and oral skills. The ability to exercise tact and diplomacy during difficult conversations and when resolving conflict.

The incumbents in this position contact others within the organization. These contacts may involve similar work units or departments within the City such as Finance and Human Resources which may be involved in decision-making or providing approval or decision-making authority for purchases or projects. In addition, these incumbents work with individuals outside the City who may belong to professional or peer organizations. Working with various state and federal agencies may also

be required of the employee. Vendors and suppliers may also be called upon for information on purchases, supplies, or products. Meetings and discussions may be conducted with customers, brokers, and sales representatives. Employees must maintain regular attendance. Ability to work in a constant state of alertness and safe manner.
